What is building commissioning? It's the process of verifying that a building's systems, HVAC, controls, lighting, life safety, actually perform the way they were designed to, rather than assuming a signed-off installation means a working one. Most owners only run into the word twice: once during new construction, and again years later when something in the building has quietly drifted and nobody can say when it started.

This guide walks the ladder from new-build commissioning through retro-commissioning to monitoring-based commissioning, and lands on where continuous verification fits once the project-based work is done.

New-build commissioning (Cx): what it is and why it exists

Commissioning (Cx) is a quality-assurance process run alongside design and construction to verify that a building's systems are installed, calibrated and functioning against the owner's project requirements and the basis of design. A commissioning authority, ideally independent of the design and construction team, gets involved from design review through functional performance testing and into a warranty-period check.

It exists because a signed-off HVAC install and a correctly operating one aren't the same thing. Sequences get value-engineered out during construction. Controllers ship with vendor defaults nobody reviewed. A punch list closes long before anyone actually tests whether the economizer switches over at the right outdoor air temperature. It's common, not rare, for a newly commissioned building to still carry a real list of deficiencies once someone tests functional performance instead of just checking that things are wired correctly. That's the whole reason the discipline exists.

A typical Cx scope runs through design review, submittal review, installation verification, and functional performance testing, then hands the owner a systems manual and trains the operating staff on it. That last step matters more than it sounds. A building commissioned correctly on day one still drifts if the people running it were never shown how the sequences are supposed to behave, which is part of why the same deficiencies tend to resurface a few years later without anyone changing a single line of code.

Retro-commissioning (RCx): fixing a building that was never properly commissioned, or has drifted

Retro-commissioning applies the same discipline to an existing building, usually one that was never formally commissioned, or one where an earlier commissioning effort has decayed over years of tenant changes and staff turnover. RCx starts with an investigation of current sequences and setpoints against however the building was intended to run, tests functional performance directly, and corrects what's broken.

The findings often overlap with what a building energy audit would surface: simultaneous heating and cooling, schedules nobody updated after a tenant change, an economizer stuck in one mode. Where RCx goes further is that it verifies the fix rather than just recommending it. It's also typically shorter and cheaper than new-build Cx, with no construction schedule to sit inside. Most RCx projects run a few months and get triggered by a utility incentive program, a comfort complaint pattern, or an owner preparing a building for sale or a major lease renewal.

BMS retro-commissioning

This is where retro-commissioning increasingly happens in practice: not the mechanical equipment, but the sequences programmed into the BMS. Most buildings never had their original control sequences reviewed against as-built performance in the first place. The BMS was configured once, at handover, and never revisited since. BMS retro-commissioning is the practice of pulling trend data out of the existing controls platform, checking it against design intent, and rewriting sequences that have drifted, been overridden by a technician, or were simply wrong from day one. It's cheaper than equipment-level RCx, usually no new sensors or hardware, and it's where most of the quick wins live.

Monitoring-based commissioning (MBCx): from a one-time project to continuous verification

RCx as normally scoped is still a project: a team comes in, tests, fixes, writes a report, and leaves. Monitoring-based commissioning changes that model by keeping the monitoring layer in place after the project closes, so functional performance gets checked continuously instead of at the next scheduled RCx cycle, often years out.

MBCx is worth defining precisely because it gets confused with maintenance software. It isn't one. A CMMS tracks work orders: something breaks, a ticket opens, a technician closes it. MBCx tracks whether the sequences the last RCx project fixed are still holding against design intent. One manages tickets. The other verifies performance. They can coexist, but they answer different questions.

In practice, MBCx means persistent trend analysis against the same functional performance tests an RCx project ran once: does the economizer still switch over at the right temperature, does the chiller sequencing still avoid simultaneous heating and cooling, does the schedule still match occupancy. An ongoing commissioning provider, or a monitoring platform doing the same job, reruns those checks continuously instead of waiting for the next scheduled site visit.

Continuous commissioning as the end state

Follow the ladder far enough and continuous commissioning is where it ends up: verification that never stops being current, rather than a project that closes with a report. The Cx report is a snapshot. The queue never stops. Between one RCx cycle and the next, a building doesn't hold still, and the whole point of monitoring-based commissioning is to catch the drift while it's still cheap to fix instead of waiting for the next scheduled review to rediscover it.
